C. African Republic leader faces rebel threat






DAMARA, Central African Republic (AP) — More than 30 truckloads of troops from Chad line the two-lane highway just outside of Damara, supporting Central African Republic government forces who want to block a new rebel coalition from reaching the capital.


In a display of force, the turbaned fighters hold their rocket-propelled grenades and other weapons they threaten to use if the rebels seeking to oust President Francois Bozize push this far south.






Gen. Jean Felix Akaga, who heads the regional force known as FOMAC, says a push on Damara, just 75 kilometers (45 miles) north of the capital, would be “a declaration of war” on the 10 Central African states.


“For us, Damara is the red line that the rebels cannot cross,” Akaga said Wednesday. “If they attack Damara, we will attack.”


The United Nations called for talks between the government and rebels and the Security Council scheduled closed consultations on the Central African Republic on Thursday afternoon.


The multinational force brought journalists up to Damara, where they touted the strength of the Chadian troops, who along with forces from Republic of Congo and Gabon are helping to stabilize the area.


The rebels, though, appear to be holding their positions after taking a string of towns including Sibut, which is 70 miles (112 kilometers) further north from Damara.


Back in 2003, troops under Bozize seized the capital amid volleys of machine-gun and mortar fire, and he then dissolved the constitution and parliament. Now a decade later it is Bozize who himself could be ousted from power.


On Wednesday, he announced through a decree read on state radio that he was dismissing his son, Francis, as defense minister. Chief of Staff Guillaume Lapo also was being replaced.


The president already has promised to form a coalition government with rebels and to negotiate without conditions. It’s a sign of how seriously Bozize is threatened by the rebel groups who call themselves Seleka, which means alliance in the Sango language.


Bozize says there’s one point not up for negotiation: he does not intend to leave office before his term ends in 2016.


“We can’t destroy the country. I don’t think that a transition is a good solution for the rebels, for Central African Republic or for the international community,” said Cyriaque Gonda, a spokesman for the political coalition behind Bozize.


But mediators for the government and others note the rebels — an alphabet soup of acronyms in French, UFDR, CPJP, FDPC and CPSK — want Bozize gone. And that’s the only issue the disparate group seems unified on. Seleka is a shaky alliance that lumps together former enemies.


In September 2011, fighting between the CPJP and the UFDR left at least 50 people dead in the town of Bria and more than 700 homes destroyed.


“Even if they show unity in the military action, we know that they are politically very disunited, the only thing that holds them together is the opposition to the current president,” said Roland Marchal, a Paris-based expert on Central African Republic. “If they take control of the capital I think that divisions would appear quickly.”


Gonda, who has negotiated on behalf of the government with the rebels, says some of them couldn’t even accept sitting together as recently as 2008.


Meanwhile, in some parts of the capital, Bangui, a city of 700,000, life continued as normal, while in others the military buildup was evident.


Trucks full of soldiers bounced on rutted roads dotted with shacks where people can charge mobile phones. Police officers stopped vehicles at intersections. Troops from neighboring nations have arrived including about 120 soldiers each from Republic of Congo and Gabon to help stabilize the area between rebel and the government forces.


In the Bimbo neighborhood, traders went about their business, selling everything from leafy greens to meat at roadside stands.


“We don’t support what the rebels are doing,” said banana farmer Narcisse Ngo, as a young boy played nearby with a monkey corpse for sale along with other meat. “They should be at the table negotiating without weapons. We are all Central Africans.”


Bozize, who seized power while the democratically elected president was traveling outside the country, managed to win elections in 2005 but in the years since he has faced multiple low-level rebellions that have shattered security across the northern part of this large but desperately poor country.


He won the 2011 election with more than 64 percent of the vote, though the United States said the voting was “widely viewed as severely flawed.” The U.S. evacuated its diplomats from Bangui last week.


The most prominent among the rebel groups in Seleka is the UFDR, or Union of Democratic Forces for Unity.


Human Rights Watch, which has documented abuses by both government forces and rebel groups operating in the country’s north, says the UFDR rebellion “has its roots in the deep marginalization of northeastern CAR, which is virtually cut off from the rest of the country and is almost completely undeveloped.”


The rebels, though, also have included some of Bozize’s former fighters who helped bring him to power in 2003 but later accused him of failing to properly pay them, among other grievances, Human Rights Watch says.


For the people now caught in the middle, they want life to return to normal.


“Everyone is suffering here — we have nothing to eat,” said Daniel Ngakou, 55, as he watched the Chadian troops patrol his hometown of Damara. “The women are searching in the bush all day for food. We just don’t know what will happen.”


The United Nations called on the government and the rebels Wednesday to focus on dialogue that can avert violence and lead to a peaceful resolution of the conflict and respect for the 2008 Libreville Comprehensive Peace Agreement. That deal was signed by the government and three major rebel groups.


U.N. spokesman Martin Nesirky reiterated the U.N. Security Council’s call last week for all parties to refrain from any acts of violence against civilians, respect human rights and seek a peaceful solution.


“We welcome regional efforts to seek a political solution and reinforce security,” Nesirky told reporters at U.N. headquarters in New York.


While the United Nations has temporarily withdrawn its staff from Central African Republic, Nesirky said the world body remains engaged in efforts to resolve the crisis.


He said U.N. special representative Margaret Vogt “has remained in close dialogue with the key parties in the Central African Republic and the region and has offered support to political negotiations,” he said.

Microsoft acquires start-up id8: source






SAN FRANCISCO (Reuters) – Microsoft Corp bought start-up id8 Group R2 Studios Inc as it looks to expand further in technology focused on the home and entertainment, a person familiar with the situation said on Wednesday.


id8 Group R2 Studios was started in 2011 by Silicon Valley entrepreneur and investor Blake Krikorian. It recently launched a Google Android application to allow users to control home heating and lighting systems from smartphones.






Krikorian’s Sling Media – which was sold to EchoStar Communications in 2007 – made the “Slingbox” for watching TV on computers.


Krikorian will join Microsoft with a small team, according to the Wall Street Journal, which reported the acquisition earlier on Wednesday. Microsoft also purchased some patents owned by the start-up related to controlling electronic devices, the newspaper added.


Krikorian and a Microsoft spokesman declined to comment.


Krikorian resigned from Amazon.com Inc’s board in late December after about a year and a half as a director at the company, the Internet’s largest retailer.

Putin grants Depardieu Russian citizenship






MOSCOW (AP) — Gerard Depardieu, the French actor who has been sparring with his native country over taxes, has been granted Russian citizenship.


A brief announcement on the Kremlin website said President Vladimir Putin signed the citizenship grant on Thursday.






Depardieu is angered by French President Francois Hollande‘s attempt to raise taxes on the mega-rich to 75 percent. Russia has a flat income tax of 13 percent.


A representative for Depardieu declined to say whether he had accepted the offer and refused all comment.


Depardieu has made more than 150 films, among them the 1991 comedy “Green Card” about a man who enters into a marriage of convenience in order to get U.S. residency.


Depardieu said in an open letter published in mid-December that he would turn over his passport and French social security card.


Hollande wants to tax incomes of the ultra-rich at 75 percent to reduce the debt and deficit, and Depardieu’s subsequent decision to move to tax-friendly Belgium was slammed by Hollande’s government.


“I’m a true European, a citizen of the world,” Depardieu wrote in the letter.


The tax on millionaires was struck down by France’s highest court Dec. 29, but the government has promised to resubmit the law in a slightly different form soon.


Depardieu was nominated for an Academy Award for his role as Cyrano de Bergerac in the 1990 film by the same name.


He’s well known in Russia, where he appears in an ad for Sovietsky Bank’s credit card and is prominently featured on the bank’s home page.


France’s Civil Code says one must have another nationality in order to give up French citizenship because it is forbidden to be stateless. Thursday’s decision by the Kremlin appears to fulfill that requirement.

Harley’s answer: Eat 3 meals and 2 snacks a day, each with a balance of lean protein, fibrous carbs, and healthy fats. Move all day! Grab a pedometer and walk at least 10,000 steps a day, and resistance train at least three days per week. Sleep seven to eight hours a night. Lack of sleep will make you hungrier and can slow down your metabolism


OVERNIGHT WORK SCHEDULE, WHEN DO I WORK OUT?


Rita of Elkhart, Ind., asked : I work overnights, 11 p.m. to 7 a.m., five nights a week. I do manage to sleep 7 to 8 hours a day. But don’t know when the best time for me to work out and eat would be. Currently I am doing everything in reverse, eating my “breakfast” at 5 p.m. and a small meal at work. I have tried exercising at 8 p.m. but find I don’t have much energy afterword. Any suggestions?


Harley’s answer: Exercise should give you energy, not take it away. If you feel exhausted after you workout, perhaps your working out too hard and for too long, or you don’t have the right fuel. Try working out when you wake up, or right after you’re done with work, or during your lunch break (probably 3 a.m. for you!)

HOW DO YOU STAY MOTIVATED?


Lisa of Albuquerque, N.M., asked : I am 45, 5’4? and 180 pounds. Believe it or not, I eat healthy for the most part and I know what I need to do to lose the weight (exercise a lot more), but my question is, how do you stay motivated? I am on an extremely tight budget and can’t afford a gym or the “extra healthy” foods/diet programs and I find myself getting discouraged at every turn. I’ve given up on trying to achieve the unrealistic body image I had when I was younger, now I would just like to lose the extra 50 pounds I’m carrying around and look better for me.


Harley’s answer: You are motivated. You took the time to write this question. Motivation is not the issue. It’s taking your motivation and putting it into action. Try breaking it up into small actionable goals. Did you walk 10,000 steps today? Did you sleep seven to eight hours? Did you eat protein, fiber and healthy fat with each meal? By achieving those goals you have control over, you will succeed at losing weight and keeping it off.

TONING ARMS


Sudie of Kansas City, Mo., asked : I can’t seem to tone my arms. I do cardio four times a week, upper body two times and lower body two times. What am I doing wrong that my arms will not tone?


Harley’s answer: It could be one of many things. Are you training hard enough? Is there enough variation in your program? More important, is there fat covering the muscles of your arms that prohibits them from looking toned and lean. If so, is your diet off? Are you doing enough cardio? I leave it to you to answer.


WORKOUTS FOR WOMAN WITH KNEE PROBLEMS


Cheyenne of Tucson, Ariz., asked: Since I can remember I’ve had trouble with my knees and of course as I’ve aged, the problem has gotten worse. I don’t want to resort to surgery and have heard that I can strengthen the muscles around the knees to help, but I don’t know where to start. My knees are so bad I cannot squat down without pain, and even then cannot do a proper squat or go down very far. As for kneeling, it is nearly impossible, except for brief periods. I know losing weight will help but I need to know what I can do to get moving, helping me to not only lose weight but improve my knees to the point where I can enjoy being active again.


Harley’s answer: Obviously, without knowing what’s wrong with your knees, I’m not sure how to help them, but, swimming is a great activity for many people with bad knees and backs. Try finding a local swimming pool and get wet!


TRICKS TO LOSE LAST STUBBORN POUNDS?


Kia of Philadelphia, Pa., asked: How do I lose those last stubborn pounds? I have about 15 more pounds I would like to lose. Currently I strength train 5 times a week and do cardio five or six times a week (35 to 60 minutes). Should I increase the strength training or cardio or both to lose those last stubborn pounds?


Harley’s answer: Sounds like you’re doing all you can with your workouts so I assume it’s a diet issue for you. Try keeping a diet log and having your diet analyzed with myfitnesspal.com.


EXERCISE POST MENOPAUSE TO SEE RESULTS?


Janice of Beltsville, Md., asked : I have tried many different exercises and food plans but since I entered into menopause nothing seems to be working. What would you suggests I do to see results of a weight loss?


Harley’s answer: Are you eating as well as you can? Are you as active as you should be? If the answer is yes (and it usually is not), then see your doctor. Perhaps you have another health issue that needs to be addressed.


TONE CORE AND GET RID OF ARM FLAB?


Kittie of Huntington Beach, Calif., asked : Hi, I am 57 years old and I have consistently worked out for many years. I do weights four to five times a week and do cardio for an hour each time I lift weights. I do two 30-minute intervals of cardio, one on the elliptical and a walk run on the treadmill. I look the same all the time and not sure what I should be doing now. I would like my core to be better and flatter and my arms to look tight even without flexing my muscles. How do I flatten/tighten my core and get rid of the flab on the back of my arms? I am 5’4? and weight about 145.


Harley’s answer: Do you change up your program? Change the sets, reps, resistance, the combination of body parts, the cadence at which you’re training? Even the music you listen to can make a difference! And, of course, keep a diet log and see if you really are eating as well as you can!


EXERCISE WHILE WALKING FOR MOM ON THE GO?


Stacia of Tunkhannock, Pa., asked : I eat fairly healthy, but do not get any exercise. I would like to walk. Can you suggest something to get the most out of a walk with a 3-year-old child in tow?


Harley’s answer: Pick up a pedometer. It’s a tiny device that keeps track of how many steps you take a day. Shoot for at least 10,000 a day. Otherwise, get a comfortable pair of shoes.

Starbucks to open first outlet in Vietnam in early February






(Reuters) – Starbucks Corp said it will set up its first outlet in Vietnam early next month as the U.S. chain continues to expand in fast-growing Asian markets.


Starbucks said it will partner with Hong Kong‘s Maxim’s Group to open its first store in Ho Chi Minh City and reiterated that Asia continues to be a significant growth driver for the company.






“Vietnam is one of the most dynamic and exciting markets in the world and we are proud to add Vietnam as the 12th market across the China and Asia-Pacific region,” said John Culver, president, Starbucks China and Asia Pacific.


Starbucks already buys some of the highest-quality arabica coffee from Vietnam and said it is committed to sourcing more from the region in the long-run.


Vietnam is the second-biggest coffee producer in the world after Brazil.


Starbucks operates more than 3,300 stores across 11 countries in the China and Asia-Pacific region.


Through its licensed partner, Coffee Concepts (Hong Kong) Ltd, a unit of Hong Kong’s Maxim’s Group, Starbucks operates more than 130 stores in Hong Kong and Macau. Last year, Starbucks opened its first store in India.

Israeli-Palestinian clashes erupt in West Bank






TAMOUN, West Bank (AP) — An arrest raid by undercover Israeli soldiers disguised as vegetable vendors ignited rare clashes in the northern West Bank on Tuesday, residents said, leaving at 10 Palestinians wounded.


Israeli army raids into Palestinian areas to seize activists and militants are fairly common. The raids are normally coordinated with Palestinian security forces, and suspects are usually apprehended without violence.






The clashes began early Tuesday after Israeli forces disguised as merchants in a vegetable truck arrested one man. Regular army forces then entered the town, prompting youths to hurl rocks to try to prevent more arrests.


Israeli forces fired tear gas, rubber bullets and live ammunition as youths set tires and bins on fire to block the passage of military vehicles. In several hours of clashes, dozens of masked youths hid behind makeshift barriers, hurling rocks and firebombs at soldiers.


Faris Bisharat, a resident of Tamoun, said 10 men were wounded, some by live fire. Bisharat said the wanted men belong to Islamic Jihad, a violent group sworn to Israel’s destruction. It wasn’t clear how many men Israeli forces sought to arrest. There were no immediate details on how seriously the 10 were hurt.


The Israeli military said it arrested a “terrorist affiliated with the Islamic Jihad terror group.” It said two soldiers were injured during the raid.


The fighting, which broke out in several parts of the town of some 8,000 people, were a rare, angry response. It was also unusual for Israeli forces to use live fire toward Palestinian demonstrators. Israel says it uses live fire only in extremely dangerous situations.

LA photographer killed while shooting Bieber’s car






LOS ANGELES (AP) — Police say a paparazzo was hit by a car and killed after taking photos of Justin Bieber‘s white Ferrari on a Los Angeles street.


Los Angeles police Officer James Stoughton says the photographer, who was not identified, died at a hospital shortly after the crash Tuesday evening. Stoughton says Bieber was not in the Ferrari at the time.






The sports car was parked on the side of Sepulveda Boulevard near Getty Center Drive after a traffic stop. The photographer was struck as he walked across the boulevard after taking pictures.


Stoughton says no charges are expected to be filed against the motorist who hit the man.


A call to a spokesperson for the singer was not immediately returned Tuesday night.

Women Lose Half Their Weight: How They Did It






At 25 years old and 288 pounds, Ashley Donahoo was depressed.


“I was unhappy with my job, I was unhappy with the direction my life was going, and I had a hard time enjoying the little things that my kids wanted to do,” the 27-year-old mother of two from Pace, Fla., said. “My health was failing. My doctor told me that he didn’t think I was going to make it to 30 if I kept on [this way]. … It kept getting worse and worse.”






Donahoo was concerned, but it was her faithful husband, David, who pushed her on a path to health, starting with a walk around the block.


“His heart was breaking for me,” she said. “And he saw how unhappy I was, and he came to me and said, ‘We’re going to go for a walk.’  And I was, like, ‘No, we’re not.’”


Her husband won that battle, and on the walk, she started thinking about her own choices and future.


“The realization hit me that I made this choice.  I made this choice to get where I am right now.  So I’m going to start making a different choice,” she said.   ”I put my health and myself on back burner, and I think … it had all caught up to me.”

Like Donahoo, Caroline Jhingory reached a similar eye-opening realization about her weight.


“I looked in the mirror one day and just realized I didn’t recognize the person that was staring back at me,” said Jhingory, 32, of Washington, D.C.


Jhingory’s struggles with her weight began early. At age 8, she weighed 120 pounds. Taunted by her peers, Jhingory was enrolled in a medical weight loss program, but it didn’t work because she would sneak junk food like candy bars.


“I found a way to be a food hustler and get whatever food I wanted,” she said. “Not only did I spend two decades of my life morbidly obese. I spent two decades of my life being taunted and teased in every environment. I never went to prom. I never had dates. I couldn’t ride a roller coaster because the safety bar wouldn’t go over my stomach.”


Jhingory remained heavy until college, when she tipped the scales at 303 pounds and started feeling self-conscious in her new environment.


“I felt like I had a moment when all these difficult experiences were a huge pause button on my life. I finally said to myself, ‘I’m tired of this. I want to have a normal life.’”


Jhingory started walking everywhere. Then, she took up a daily cardio regimen to shed the weight, and she rid her pantry of tempting snack foods she once binged on. Now 149 pounds, she has reclaimed her shape and kept off the weight.


Jhingory’s amazing transformation, along with Donahoo’s and other weight-loss success stories, were spotlighted in the “Half Their Size” feature in the latest issue of People magazine.

Donahoo cut out the late-night binges that brought her down and, thanks to her strong support system, lost 137 pounds. She credited her weight loss success to tracking her food and exercise on livestrong.com and running. She has run two 5Ks.


Leah Fernandez of Atlanta found herself at 251 pounds after two pregnancies. The baby weight stuck and she tended to eat emotionally.


“I wanted the food,” she said. “It made me feel good, and so I ate it.”


But it was the motivation to be there for her children that helped her turn it all around.


“Thinking about going out to the park with my kids felt like work to me, you know?  And at some point I realized that’s ridiculous. Not only am I cheating myself but I’m cheating my kids of me,” she said.

Stock index futures surge on fiscal deal






PARIS (Reuters) – Stock index futures pointed to a higher open on Wall Street on Wednesday after lawmakers passed a bill preventing huge tax hikes and spending cuts that had threatened to push the economy into recession.


Futures for the S&P 500 were up 1.7 percent, Dow Jones futures were up 1.2 percent and Nasdaq 100 futures up 1.3 percent at 1103 GMT.






The House of Representatives voted for a bill passed on Monday by the Senate that will raise taxes on wealthy individuals and families and preserve certain other benefits that will, together, soften some of the blow that would have been sustained without an agreement to avoid the “fiscal cliff.

Concern over Oscar voting extends deadline






LOS ANGELES (AP) — Growing concern that problems with the new electronic Oscar voting system could lead to record-low turnout has prompted the motion picture academy to extend the deadline for members to vote for Oscar nominations.


But next week’s highly anticipated announcements looming, the extension is only for a day, until Friday. The Academy of Motion Picture Arts and Sciences said Monday any votes received after the new deadline will not be counted.






“By extending the voting deadline we are providing every opportunity available to make the transition to online balloting as smooth as possible,” said the academy’s chief operating officer, Ric Robertson, in a statement. “We’re grateful to our global membership for joining us in this process.”


Reports of difficulty accessing the Oscars’ first-ever online voting system and fears that it could be hacked have raised questions about balloting for the 85th annual contest. Earlier this year, the academy and its longtime accountants, PricewaterhouseCoopers, partnered with the electronic voting firm Everyone Counts Inc. to develop the system.


“There’s considerable concern from many members that voter participation will be at record lows this year because the people who wanted to take a chance on this new cutting-edge system are either giving up on it or worried they won’t be able to cast their votes,” said Scott Feinberg, awards analyst and blogger for The Hollywood Reporter.


In the past, Oscar voting has been compiled strictly through paper ballots sent through the mail. The new system allows members to choose between voting online or sticking with a traditional mail-in ballot.


Morgan Spurlock, the documentary filmmaker whose 2004 film “Super Size Me” was nominated for best documentary, posted on Twitter last week that he wasn’t able to log on to vote electronically and his ballot was instead mailed to him.


“The password they sent didn’t work for my log-in — and they couldn’t email me a new log-in, only snail mail,” tweeted the 42-year-old director.


The academy said it has made several voting resources available to members, including assisted voting stations in Los Angeles, New York and London, and a 24-hour support line.


A spokesman for Everyone Counts didn’t immediately respond to a request seeking comment.


Besides online voting, a retooled nomination period could also affect the competition.


Organizers moved up the unveiling of the Oscar nominations to Jan. 10. That change puts the announcement three days before Hollywood‘s second-biggest awards ceremony, the Hollywood Foreign Press Association‘s Golden Globes, which are scheduled for Jan. 13.


Oscar overseers originally said the switcheroo would give the academy’s nearly 6,000 members more time to see nominated films before the Feb. 24 awards ceremony, but Feinberg of The Hollywood Reporter noted that the change gave voters less time to see potential contenders during the first phase of voting, when members decide on nominees.


“If the turnout is lower among older members, more traditional Oscar contenders will probably receive fewer votes, and otherwise edgier films that appeal more to younger people could fare better,” said Feinberg. “Because of the way that best-picture voting works, it could increase the chances of a movie like ‘The Master’ or ‘Moonrise Kingdom’ getting in.”


Ultimately, because of the inherent secrecy involved in selecting Oscar winners, Feinberg said it will be impossible to know what affects — if any — this year’s voting changes have on the ceremony, where as many as 10 films could be vying for the best-picture award.

Clinton receiving blood thinners to dissolve clot






WASHINGTON (AP) — Doctors treating Secretary of State Hillary Rodham Clinton for a blood clot in her head said blood thinners are being used to dissolve the clot and they are confident she will make a full recovery.


Clinton didn’t suffer a stroke or neurological damage from the clot that formed after she suffered a concussion during a fainting spell at her home in early December, doctors said in a statement Monday.






Clinton, 65, was admitted to New York-Presbyterian Hospital on Sunday when the clot turned up on a follow-up exam on the concussion, Clinton spokesman Phillipe Reines said.


The clot is located in the vein in the space between the brain and the skull behind the right ear. She will be released once the medication dose for the blood thinners has been established, the doctors said.


In their statement, Dr. Lisa Bardack of the Mount Kisco Medical Group and Dr. Gigi El-Bayoumi of George Washington University said Clinton was making excellent progress and was in good spirits.


Clinton’s complication “certainly isn’t the most common thing to happen after a concussion” and is one of the few types of blood clots in the skull or head that are treated with blood thinners, said Dr. Larry Goldstein, a neurologist who is director of Duke University’s stroke center. He is not involved in Clinton’s care.


The area where Clinton’s clot developed is “a drainage channel, the equivalent of a big vein inside the skull. It’s how the blood gets back to the heart,” Goldstein said.


Blood thinners usually are enough to treat the clot and it should have no long-term consequences if her doctors are saying she has suffered no neurological damage from it, Goldstein said.


Clinton returned to the U.S. from a trip to Europe, then fell ill with a stomach virus in early December that left her severely dehydrated and forced her to cancel a trip to North Africa and the Middle East. Until then, she had canceled only two scheduled overseas trips, one to Europe after breaking her elbow in June 2009 and one to Asia after the February 2010 earthquake in Haiti.


Her condition worsened when she fainted, fell and suffered a concussion while at home alone in mid-December as she recovered from the virus. It was announced Dec. 13.


This isn’t the first time Clinton has suffered a blood clot. In 1998, midway through her husband’s second term as president, Clinton was in New York fundraising for the midterm elections when a swollen right foot led her doctor to diagnose a clot in her knee requiring immediate treatment.


Clinton had planned to step down as secretary of state at the beginning of President Barack Obama’s second term. Whether she will return to work before she resigns remained a question.


Democrats are privately if not publicly speculating: How might her illness affect a decision about running for president in 2016?


After decades in politics, Clinton says she plans to spend the next year resting. She has long insisted she had no intention of mounting a second campaign for the White House four years from now. But the door is not entirely closed, and she would almost certainly emerge as the Democrat to beat if she decided to give in to calls by Democratic fans and run again.


Her age — and thereby health — would probably be a factor under consideration, given that Clinton would be 69 when sworn in, if she were elected in 2016. That might become even more of an issue in the early jockeying for 2016 if what started as a bad stomach bug becomes a prolonged, public bout with more serious infirmity.


Not that Democrats are willing to talk openly about the political implications of a long illness, choosing to keep any discussions about her condition behind closed doors. Publicly, Democrats reject the notion that a blood clot could hinder her political prospects.


“Some of those concerns could be borderline sexist,” said Basil Smikle, a Democratic strategist who worked for Clinton when she was a senator. “Dick Cheney had significant heart problems when he was vice president, and people joked about it. He took the time he needed to get better, and it wasn’t a problem.”


It isn’t uncommon for presidential candidates’ health — and age — to be an issue. Both in 2000 and 2008, Sen. John McCain, R-Ariz., had to rebut concerns he was too old to be commander in chief or that his skin cancer could resurface.


Two decades after Clinton became the first lady, signs of her popularity — and her political strength — are ubiquitous.


Obama had barely declared victory in November when Democrats started zealously plugging Clinton as their strongest White House contender four years from now, should she choose to take that leap.


“Wouldn’t that be exciting?” House Democratic leader Nancy Pelosi declared in December. “I hope she goes. Why wouldn’t she?”


Even Republicans concede that were she to run, Clinton would be a force to be reckoned with.


“Trying to win that will be truly the Super Bowl,” Newt Gingrich, the former House Speaker and 2012 GOP presidential candidate, said in December. “The Republican Party today is incapable of competing at that level.”


Americans admire Clinton more than any other woman in the world, according to a Gallup poll released Monday — the 17th time in 20 years that Clinton has claimed that title. And a recent ABC News/Washington Post poll found that 57 percent of Americans would support Clinton as a candidate for president in 2016, with just 37 percent opposed. Websites have already cropped up hawking “Clinton 2016″ mugs and tote bags.


Beyond talk of future politics, Clinton’s three-week absence from the State Department has raised eyebrows among some conservative commentators who questioned the seriousness of her ailment after she canceled planned Dec. 20 testimony before Congress on the deadly attack on the U.S. diplomatic mission in Benghazi, Libya.


Clinton had been due to discuss with lawmakers a scathing report she had commissioned on the attack. It found serious failures of leadership and management in two State Department bureaus were to blame for insufficient security at the facility. Clinton took responsibility for the incident before the report was released, but she was not blamed. Four officials cited in the report have either resigned or been reassigned.

US Senate approves key tax deal









President Obama said a larger deal could be accomplished “in several steps”



The US Senate has approved a deal to avert general tax hikes and spending cuts known as the “fiscal cliff”.


The bill, which raises taxes for the wealthy, came after lengthy talks between Vice-President Joe Biden and Senate Republicans.


The House is due to consider it later. Spending cuts have been delayed for two months to allow a wider agreement.


Congress missed the deadline to pass a bill, but few effects will be felt as Tuesday is a US public holiday.


Tax cuts approved during the presidency of George W Bush formally expired at midnight (05:00 GMT).


Without approval in the House, huge tax rises for virtually all working Americans will kick in automatically.


Analysts warned that if the full effects of the fiscal cliff were allowed to take hold, the resulting reduction in consumer spending could spark a new recession.

Speaker John Boehner said the House would consider the deal but left open the possibility of amending the Senate bill – which would spark another round of legislation.


“Decisions about whether the House will seek to accept or promptly amend the measure will not be made until House members… have been able to review the legislation,” Mr Boehner and other House Republican leaders said in a statement.


The current House can legislate until Wednesday, when it is replaced by a new chamber chosen during last November’s election.

Canadian job creation seen sharply lower in December






OTTAWA (Reuters) – Canada‘s job market is expected to slow markedly in December to reflect the sluggish economy and employers’ fears about the U.S. fiscal crisis following outsized gains of over 50,000 jobs in two of the previous three months.


The median forecast in a Reuters poll is for the economy to add just 5,000 jobs in the month, with forecasts ranging from a loss of 20,000 positions to a gain of 21,000.






The forecast compares with employment growth of 59,600 in November, 1,800 in October and 52,100 in September.


The unemployment rate is seen ticking higher in the final month of the year to 7.3 percent from 7.2 percent.


Derek Holt, vice president of economics at Scotiabank, said he’s been surprised by the strength of job growth which he estimates to be the equivalent in the United States of about 1.5 million non-farm payroll jobs over the last three months.


“Here we are with the conundrum where we have zero growth in the Canadian economy, long predating the appearance of the greatest fiscal-cliff risks and yet we’re heaping on jobs like there’s no tomorrow,” Holt said.


Unlike the United States, Canada has long recovered all the jobs lost during the 2008-09 recession but the pace of hiring in 2012 was unsteady.


Benjamin Reitzes, economist at BMO Capital Markets, said if the 5,000-job forecast was accurate, it would put 2012 job growth at just 1.1 percent, “the weakest non-recession year since 1996.”


Canadian employers have faced uncertainty in one form or another during the recovery and are now fretting about the U.S. fiscal cliff, a set of tax hikes and spending cuts that will automatically take effect and could throw the United States into recession unless the White House and Congress reach an alternative agreement.


“For as long as Washington cannot agree on the new tax rules and spending focus, they’re not going to give business the confidence to go out and hire and engage in capital spending projects and that’s going to impede the pace of recovery until we get more clarity,” said Holt.


With the Canadian economy now expected to grow by far less in the fourth quarter than the Bank of Canada‘s projection of 2.5 percent, annualized, the blockbuster jobs growth of recent months looks suspect. The six-month trend shows more sustainable gains of about 21,000 a month.


The moderation means the Bank of Canada will be in no hurry to raise its benchmark interest rate, which it has held at 1.0 percent since September 2010.


Market players surveyed by Reuters in late November predicted the bank would resume hiking rates in the fourth quarter of 2013.

Kanye West, Kim Kardashian expecting 1st child






ATLANTIC CITY, N.J. (AP) — A kid for Kimye: Kanye West and Kim Kardashian are expecting their first child.


The rapper announced at a concert Sunday night that his girlfriend is pregnant. He told the crowd of more than 5,000 at Revel Resort‘s Ovation Hall in song form: “Now you having my baby.”






The crowd roared. And so did people on the Internet.


The news instantly went viral on Twitter and Facebook, with thousands posting and commenting on the expecting couple.


Most of the Kardashian clan also tweeted about the news, including Kim’s sisters and mother. Kourtney Kardashian wrote: “Another angel to welcome to our family. Overwhelmed with excitement!”


West, 35, also told concertgoers to congratulate his “baby mom” and that this was the “most amazing thing.”


Representatives for West and Kardashian, 32, didn’t immediately respond to emails about the pregnancy.


The rapper and reality TV star went public in March.


Kardashian married NBA player Kris Humphries in August 2011 and their divorce is not finalized.


West’s Sunday night show was his third consecutive performance at Revel. He took the stage for nearly two hours, performing hits like “Good Life,” ”Jesus Walks” and “Clique” in an all-white ensemble with two band mates.

Recess ‘Crucial’ for Kids, Pediatricians’ Group Says






Kids aren’t getting enough recess at school, the country’s top pediatricians‘ group said in a new policy statement released Monday.


The statement by the American Academy of Pediatrics is the latest salvo in the long-running debate over how much of a young child’s time at school should be devoted to academics — and how much should go to free, unstructured playtime.






The authors of the policy statement write that the AAP “believes that recess is a crucial and necessary component of a child’s development and, as such, it should not be withheld for punitive or academic reasons.”


“The AAP has, in recent years, tried to focus the attention of parents, school officials and policymakers on the fact that kids are losing their free play,” said the AAP’s Dr. Robert Murray, one of the lead authors of the statement. “We are overstructuring their day. … They lose that creative free play, which we think is so important.”


The statement, which cites two decades worth of scientific evidence, points to the various benefits of recess. While physical activity is among these, so too are some less obvious boons such as cognitive benefits, better attention during class, and enhanced social and emotional development.


Pediatricians not directly involved with the drafting of the statement applauded the AAP’s move to save recess.


“It fascinates me … that this continues to be a debate,” said Dr. Barrett Fromme, associate professor of pediatrics at the University of Chicago. “The business world repeatedly lauds the corporate culture of companies like Google who offer opportunities for play and community collaboration, and suggests that such culture is the reason for the success and happiness of its employees. Yet, we do not encourage the same culture in our children who are at a far more critical developmental period.”


“This policy statement is not only important because of the physical, but also the cognitive ability of our children,” said Dr. Shari Barkin, director of the Division of General Pediatrics and of pediatric obesity research at the Vanderbilt University School of Medicine. “This policy has created a thoughtful, comprehensive look at what is to be gained by coming back to an emphasis on physical activity and recess.”


Research Supports Benefits of Unstructured Playtime for Kids


A considerable body of research appears to support the AAP’s stand on the issue. Among this research is a study of 11,000 third-graders that appeared in the journal Pediatrics in 2009. This study found that kids who had little or no recess tended to behave worse in class and learn less than children who had at least 15 minutes of recess per day.


A 2009 Gallup poll of nearly 2,000 principals and other high-level administrators in the elementary school setting appeared to back up this finding; it found that more than eight in 10 principals believed that recess helped boost academic achievement.


“The science indicates that these kinds of breaks in the day for recess are necessary for cognitive processing,” Murray said.


Yet, various studies in recent years have revealed the erosion of this school staple. In most cases, research finds that elementary school children are getting some — but not much — unstructured recess time.


For example, according to 2005 numbers from the National Center for Education Statistics, only 7 to 13 percent of public elementary schools had no scheduled recess for children. From a relative standpoint, that’s the good news. But this same report also found that “the percentage of public elementary schools that had more than 30 minutes per day of recess ranged from 19 to 27 percent across elementary grades.”


Another study in 2005, published in the journal Childhood Education, found that up to 40 percent of the country’s school districts have either cut back recess or eliminated it in favor of additional academic activities.


Despite these trends, Murray said, many are not even aware that kids’ recess time had been dwindling.


“Most of the time when I talk about this issue with people, pediatricians and parents alike, they’re shocked that there is even an erosion of recess,” he said.


Murray said at least some of the explanation for this trend lies at the feet of policymakers’ best intentions to improve the country’s schools — specifically, the No Child Left Behind Act. The program launched in 2002 to increase children’s performance in such areas as math and reading, and effectively increased the amount of school time devoted to these subjects. As a necessary consequence, this forced cutbacks in time devoted to other school activities: art and music instruction — and, most dramatically, unstructured recess time.


“As schools are evaluated more and more on science and math scores, they have looked for opportunities to get more academic time in,” Murray said. “Some of the other [subjects and activities] have definitely taken a hit.”


It is a sacrifice, Fromme said, that deserves a second look.


“Though the argument that more time needs to be spent in teaching essential academic topics is valid, the time should not be taken from recess,” Fromme said. “The argument needs to be how to optimize the time that is spent in the classroom, and recess is part of that answer.


“Which is more effective: 60 minutes in class with half the attention, or 45 minutes with 100 percent focus? If recess can create the latter, then its existence is actually more valuable than its absence.”

US ‘fiscal cliff’ talks go to wire







US Congressional leaders have one more day to stop steep tax rises and spending cuts, known as the “fiscal cliff”, after talks ended with no deal.






Senators will continue to seek a compromise deal on Monday to send to the House of Representatives.


Failure to reach agreement by 1 January could push the US back into recession.


President Barack Obama has blamed Republicans for the deadlock. He said their “overriding theme” was protecting tax breaks for the rich.

Few in the US capital could talk of anything but who would win Sunday’s must-win showdown. For most, that meant an NFL game between the Washington Redskins and the Dallas Cowboys; on Capitol Hill the stakes were somewhat higher.


Cliches and aphorisms abounded in the Senate corridors as reports spread of a breakdown in deal-making. “The fat lady hasn’t sung yet,” one Republican declared, obscured by the pack of reporters following him down the hallway. “These things always happen at the end,” said Chuck Schumer, a senior Democrat.


But it was the retiring senators, three days away from their final goodbyes, who spoke the most openly. Failure would “send a message worldwide that we don’t have the capacity to work across political aisles on critical issues”, said Olympia Snowe, Maine’s outgoing Republican.


“The world has gotten used to this so they are no longer shocked,” Ben Nelson, a retiring Nebraska Democrat said. “They see this as just more of the same and hope that one of these days maybe Congress will get its act together.”



Republicans and Democrats have been fighting for months over how to deal with the combination of automatic spending cuts and the expiration of Bush-era tax reductions at the new year.


Without an agreement, higher taxes will rise for virtually every working American and across-the-board cuts in government spending will kick in from Tuesday.


Analysts say this could significantly reduce consumer spending, leading the US economy to fall off the “fiscal cliff”.


After the latest round of intense negotiations in the Senate on Sunday the main sticking points reportedly include such key issues as the income threshold for higher tax rates and inheritance taxes.


If no agreement is reached on Monday, senators are expected to be given the chance to vote on a fallback plan proposed by President Obama.


That would renew tax cuts on earnings under $ 250,000 (£154,000) and extend unemployment benefits, but does not address the spending cuts.


Both the House and Senate are due to convene on Monday in a last-minute attempt to bridge the gap between the two sides. The Republican Speaker of the House, John Boehner, has insisted that the Senate act first.


The current stand-off has its roots in a failed 2011 attempt to tackle the government debt limit and budget deficit.


Republicans and Democrats agreed then to postpone difficult decisions on spending until the end of 2012.


Commentators say that even if a deal is reached, it will do little to reduce the original problem of the deficit and the government debt limit, raising the prospect of further political infighting early in the new year.


Parties divided


Senate Democratic leader Harry Reid and his Republican counterpart Mitch McConnell were locked in negotiations over the weekend.

The two senators appeared to admit before the 15:00 deadline (20:00 GMT) that negotiations were at a standstill, with their two parties still divided over core issues.


However late on Sunday, Senate Republicans said they were dropping their proposal to slow the growth of Social Security payments. The plan – which would have led to lower benefits to pensioners and the disabled – had been fiercely resisted by Democrats.


Meanwhile Senator McConnell said he had asked Vice-President Joe Biden for help in breaking the deadlock late on Sunday.


“I’m concerned with the lack of urgency here. There’s far too much at stake,” he said. “There is no single issue that remains an impossible sticking point – the sticking point appears to be a willingness, an interest or courage to close the deal.”


In his interview with NBC’s Meet the Press, broadcast on Sunday, Mr Obama said the priority was to ensure taxes do not rise for middle-class families, saying that would “hurt our economy badly”.


“That’s something we all agree on. If we can get that done, that takes a big bite out of the ‘fiscal cliff’,” he said.


There is also debate over where to set the threshold for tax rises. Democrats say the Bush-era tax cuts should be extended for all Americans except the richest – those with annual earnings of more than $ 250,000 (£155,000).


Republicans – some of whom have pledged never to vote for increased taxes – say the deficit is a consequence of excessive government spending.


They want the tax threshold set higher, at around $ 400,000, and for revenue to be raised by economic growth and cuts in social security and other services states are legally bound to provide.

Suspected US drone kills 3 al-Qaida men in Yemen






SANAA, Yemen (AP) — Three al-Qaida militants were killed in a suspected U.S. drone strike in southern Yemen, Yemeni security officials said, the fourth such attack this week and a sign attacks from unmanned aircraft are on the upswing in the country.


The officials said the three men were hit as they were riding in a Land Cruiser in el-Manaseh village on the outskirts of Radda in Bayda province. Dozens of local al-Qaida-linked fighters protested the drone strikes after traditional Islamic Friday prayers.






Earlier this week another suspected U.S. drone strike killed two militants in Radda itself, Yemeni security officials say, and seven were killed in two other strikes in the southeastern province of Hadramawt. Four suspected drone strikes a week is uncommon in Yemen.


According to statistics gathered by the Long War Journal before Saturday’s attacks, the United States “is known to have carried out 41 airstrikes” this year against al-Qaida in the Arabian Peninsula (AQAP), as the group’s branch in Yemen is known. That makes for an average of around three to four strikes per month.


The Journal, a product of the Foundation for Defense of Democracies that was founded by former U.S. officials, says that since December 2009, the CIA and the US military’s Joint Special Operations Command are known to have conducted at least 54 air and missile strikes inside Yemen, excluding Saturday’s suspected attack.


AQAP overran entire towns and villages — including Radda — last year by taking advantage of a security lapse during nationwide protests that eventually ousted the country’s longtime ruler. Backed by the U.S. military, Yemen’s army was able to regain control of the southern region but al-Qaida militants continue to launch deadly attacks on security forces that have killed hundreds.


Also on Saturday, two gunmen on a motorbike shot and killed an intelligence officer in the southeast, security officials said. They said that the officer, Mutea Baqutian, was on his way to work in Mukalla, capital of Hadramawt province, when the men stopped his car, gunned him down, and fled.


The government has blamed al-Qaida militants for similar assassinations of several senior military and intelligence officials this year. The bullet-riddled body of Major al-Numeiry Abdo al-Oudi, deputy director of the security department of al-Qitten in Hadramawt, was found in the town’s suburbs last week. He had been kidnapped earlier in the month.


All officials spoke on condition of anonymity according to regulations.


Meanwhile, Maj. Gen. Ahmed Seif, who is commander of Yemen’s central military region, said the Defense Ministry has deployed an infantry brigade in the northeastern province of Marib to stop armed tribesmen who maintain cordial ties with al-Qaida from attacking oil pipelines and power generating stations, as well as to counter al-Qaida militants.


State TV meanwhile aired a meeting between President Abed Rabbo Mansour Hadi and eight Yemeni sailors who were rescued last week by forces of Somalia’s semiautonomous Puntland region after being held for nearly three years by Somali pirates.


The Puntland government says that its forces captured the hijacked Panama-flagged MV Iceberg 1 on Sunday after a siege that lasted two weeks. They freed the eight Yemeni sailors together with five Indians, two Pakistanis, four Ghanaians, two Sudanese and a Filipino. The ship was hijacked March 29, 2010.


Hadi congratulated the eight sailors for their safety and ordered the government to compensate them for their suffering.


Eqbal Yassin, a relative of one of the freed sailors, told The Associated Press that the hijackers had allowed some sailors to phone their relatives and convey the pirates’ demand for $ 5 million ransom. He said he was told by his relative that the hijackers killed a Yemeni sailor who tried to escape. He gave no further details.

Hot spots draw believers, but not doomsday






As the sun rose from time zone to time zone across the world on Friday, there was still no sign of the world’s end — but that didn’t stop those convinced that a 5,125-year Mayan calendar predicts the apocalypse from gathering at some of the world’s purported survival hot spots.


Many of the esoterically inclined expected a new age of consciousness — others wanted a party. But, in some places said to offer salvation from the end, fewer people showed up than officials had predicted — much to the disappointment of vendors hoping to sell souvenirs.






Here are some key places being marked by the fascination over doomsday rumors:


MEXICO


In an area of Mexico that was once the ancient Mayan heartland, spiritualists gathered in the darkness before dawn on Friday to prepare white clothes, drums, conch shells and incense. They believed the sunrise would herald the birth of a new and better age as a vast cycle in the Mayan calendar comes to an end.


Many people who came to Yucatan for the occasion were already calling it “a new sun” and “a new era.”


FRANCE


According to one rumor, a rocky mountain in the French Pyrenees will be the sole place on Earth to escape destruction. A giant UFO and aliens are said to be waiting under the mountain, ready to burst through and spirit those nearby to safety. But there is bad news for those seeking salvation: French gendarmes, some on horseback, blocked outsiders from reaching the Bugarach peak and its village of some 200 people.


Eric Freysselinard, head of local government, said the security forces had “partially stopped the new age enthusiasts as well as curious people from coming to the area.”


Meanwhile, some Bugarach residents dressed up like aliens, with tinfoil costumes and funnels and fake antenna on their heads, strolling around their village Friday to make light of the rumored UFO prophecy.


RUSSIA


Doomsday rumors have prompted some people across Russia to stock up on candles, water, canned foods and other non-perishable foods. The apocalypse has proven a good business, with some shops selling survival aid packages that include soap and vodka.


In Moscow, salvation has also been promised in the underground bunker for the former Soviet dictator Josef Stalin — with a 50 percent refund if nothing happens. An underground stay was originally priced at 50,000 rubles ($ 1,625) but dropped to 15,000 ($ 490) a week ahead of the feared end.


The bunker, located 65 meters (210 feet) below ground, was designed to withstand a nuclear attack. Now home to a small museum, it has an independent electricity supply, water and food — but no more room, because the museum has already sold out all 1,000 tickets.


BRITAIN


Hundreds of people have converged on Stonehenge for an “End of the World” party that coincides with the Winter Solstice.


Arthur Uther Pendragon, Britain’s best-known druid, said he was anticipating a much larger crowd than usual at Stonehenge this year. But he doesn’t agree that the world is ending, noting that he and fellow druids believe that things happen in cycles.


“We’re looking at it more as a new beginning than an end,” he said. “We’re looking at new hope.”


Meanwhile, end-of-days parties will be held across London on Friday. One event billed as a “last supper club” is offering a three-course meal served inside an “ark.”


SERBIA


Some Serbs are saying to forget that sacred mountain in the French Pyrenees. The place to be Friday is Mount Rtanj, a pyramid-shaped peak in Serbia already drawing cultists.


According to legend, the mountain once swallowed an evil sorcerer who will be released on doomsday in a ball of fire that will hit the mountain top. The inside of the mountain will then open up, becoming a safe place to hide as the sorcerer goes on to destroy the rest of the world. In the meantime, some old coal mine shafts have been opened up as safe rooms.


On Friday a New Age group called “The Spirit of Rtanj” was holding a conference there. Participants, however, said they expect not the end of time but the start of a new time cycle. Locals turned out to sell brandy and herbs.


“There will be no tragedy, no doomsday,” said resident Dalibor Jovic. “It was supposed to happen at 12:12 and I think that time has passed. So, we can now go on with our lives and be happy to be alive.”


TURKEY


A small Turkish village known for its wines, Sirince, has also been touted as the only place after Bugarach that would escape the world’s end. But on Friday journalists and security officials outnumbered cultists. This outcome disappointed local business people who had prepared a range of doomsday products to sell, including a specially labeled Doomsday wine and Turkish delight candy whose “best before” date was Dec. 21, 2012. One restaurant prepared a special “last meal” menu that included a “heaven kebab” and “forbidden fruit dessert.”


ITALY


Another spot said to be spared: Cisternino, a beautiful small town in southern Italy in an area of trulli, traditional dry stone huts with conical roofs. The notion that Cisternino could be a safe haven at world’s end derives from an Indian guru, Babaji, who said “Cisternino will become an island” at world’s end. His followers built a community in Cisternino centered on an ashram built in 1979. Hotel bookings are up this weekend.


Mayor Donato Baccaro told the AP that the beauty of the place has inspired many foreigners to live there. “This confirms that this place has a special energy,” he said.


CHINA


A fringe Christian group has been spreading rumors about the world’s impending end, prompting Chinese authorities to detain more than 500 people this week and seize leaflets, video discs, books and other material.


Those detained are reported to be members of the group Almighty God, also called Eastern Lightning, which preaches that Jesus has reappeared as a woman in central China. Authorities in the province of Qinghai say they are waging a “severe crackdown” on the group, accusing it of attacking the Communist Party and the government.


U.S.


Dozens of Michigan schools canceled classes for thousands of students to cool off rumored threats of violence and problems related to doomsday. The fears were exacerbated by the recent shooting at a Connecticut elementary school, which “changed all of us,” the school system in Genesee County said. “Canceling school is the right thing to do.”
